    Culture is one of 22 elements of an organization. The other elements drive most cultural attributes in an organization. An organization is a complex model, which means we cannot treat culture or the majority of different parts in isolation. The presenter spends one hour and cannot sport exactly what he wants to say other than giving examples and guidelines because of the previous.
    The presenter is referring to culture as complex. What is better to say is the effects of elements on an organization on each other follow the complexity theory. So, dealing with culture has to happen through other elements such as motivational strategy, reward systems, individual culture and values, leadership styles, ...
