Vietnamese Fishing Vessels In Filipino Territorial Waters
Filipino fishermen claim that Vietnamese fishing vessels have been entering and fishing in Filipino territorial waters in the West Philippines Sea.
Not only does this increase competition for fish resources, but the Vietnamese fishing vessels are accused of two additional problems beyond fishing in Philippines territorial waters.
First, the Vietnamese have been fish with nets near bamboo raft structures called payao. When the Vietnamese are done netting fish, there is nothing for the Filipino fishermen to harvest from their payao.
Second, the Vietnamese fishermen are using superlights to attract fish to their boats. This is a technique that is illegal in Filipino waters.
The question begs to be asked: Why does Vietnam need to fish outside its own waters?
