Ron and Chris are my two favourite characters and they're literally polar opposites
To fly off on a completely 'not the point, this is a comedy' tangent:
The experiment wasn't 'inconclusive'. Based on the results, Chris's method was objectively superior. Ron's method was faster but the files were filed incorrectly, and the whole point of filing things away is to keep them organized so they can be swiftly found later.
Lots of managers focus on raw numbers and others on accuracy. It shows who cares about what. To higher management, more incorrect looks better because the employees look more busy because they have to fix things, leading to it looking like they are doing more. Chris's do less right is good until you have to do a comparison between the systems and the numbers are lower, thus leading to more work
Don't be ridiculous, they work for a local government. Everything is always incorrect and what isn't, will shortly have the standards of correctness changed to where it is
After I first saw this episode I tried both managing methods. I found that if a job requires more critical thinking and innovation, Chris' method works much better in the long run. However, for roles where quantity is more important than quality and losses are easily outweighed, Ron's method is much better for production.
The key is actually in the employees themselves and making sure you know the strengths of each worker so that you can put them where they fit best and then use the respective method. You don't want a worker bee with limited vision coming up with ideas just to get bored, nor do you want a creative visionary too busy working repetitive tasks instead of innovating.
Oh and there will always be an April around, someone who is clever and has a lot of potential but would prefer to walk their own path at their own pace. What they need is the right kind of encouragement and they could handle both methods depending on the need.
I managed in IT. Most of my people were self starters who knew what they were doing and considered uptime and reliability of the systems to be a point of pride. My only real job was shielding them from upper management so they could get on with their work.
It was a great job.
I too get all my management techniques from TV shows. As we all know television sitcoms mirror the real workplace almost exactly.

Woah woah woah, knowing your own workers?! Yeah that's most of it right there xD Most management is so high off of their own ego that they don't have the wherewithal to even consider the people they're working with. Not that it's easy when you have situations where the company itself isn't putting forth the resources for the tasks to get done. I'm definitely more of the April in most situations and it's exceedingly rare that managers recognize that and truly give me leeway to do what I'm good at. I'm more than happy putting up the production of three people if my skills are acknowledged and I'm given the freedom to do that at my discretion. Exacerbated in a sales environment where cooperate entities use flawed metrics to validate practices that don't put customer experience first. It's nice to see that there's someone out there that does value that, and is willing to try things beyond the original scope lol. Are you hiring by the way!

To hold an engaging side event of an episode without the main character and their story, just showed how well balanced Parks and Rec became over its run.

Nah, Ron is a lot like Dwight in The Office - each character is critically important to the show, and is typically among the most loved by the fans, but their character's also lack enough substance to be the center of their own show. Ron/Dwight are perfect foils for other members of the cast, and inject hilarity when part of an ensemble. By themselves they'd get repetitive and dull. My two cents - love both characters, but wouldn't watch a spin off.
Chris likes to challenge Ron. He loses often, but he always tries.
Victory over Ron Swanson is the rarest jewel of all.

If you completely ignore the first season, when they had no idea what this show was and mark was a character, then this show is great. If you include season 1 in its evaluation then it being cancelled is totally justified.
