He has tools, but half of the moves are unusable or have a very very specific use that happens once in 100 matches. But yeah, if you are wondering, JP, Ken and Luke are even above top tiers in the top tier lists.

Zangief unfortunately has a very bad jump arc so a lot of times you don't cross up the opponent.
