The search so far doesn't look like it was a THOUROUGH search. You have dogs who didn't pick up his scent to this area why? It didn't rain??? You had Police Cadets walking around not taking the investigation serious by laughing, joking, chatting with each other like this was a field trip. You have police covering their tracks saying they checked the area where the body was found, if they checked it did they drain the sewer well? If they didn't drain it why?? If this is Caleb Harris, how did he get in there to begin with?
i too wonder how seriously they took their 'investigation'. i personally dont trust them. lack of ethics if they passed by and didnt check. and also perhaps tyring ot cover up for the city public services... lawsuit if he indeed fell through one of their holes. i still think this was foul play.
I looks very likely they didnt drain the wetwell at that time. Unfortunately Caleb was underwater for several days before he floated imho.edit. He likely fell in at the manhole at Lexington as that lid has been poorly fitted in the past . ,(source google street view 2022, 2016)
Whatever! They can tell if they have most of a body if it's him or not. If they can tell about there not being a homicide then they can tell other things as well.
They say so far they have not seen any "OBVIOUS" signs of foul play that can mean they don't see a weapon...or any restraints etc..in otherwords there could have been but so they have nothing to confirm that so far. We have to wait ..

Well for 26 years in the dental field, you should know that teeth are resistant to destruction and even if a body is mutilated or dismembered the teeth can still tell unlike fingerprints teeth have an enamel rod with it's own distinct pattern much like a fingerprint that cannot be manipulated or destroyed by burning or changing. The person's DNA can also be extracted from the tooth pulp as well. Plus the bite can be used to match against dental records. He was only 21 years old. I am sure his teeth were in good health and his parents will be able to provide dental records.

I wonder if a gator got him as he took his last photo by the drainage canal. They inhabit those areas around CC.

No one persons teeth are the same, so they're as unique as a fingerprint. Of course DNA from the body will exclude others, even an identical twin.
