I always just assumed that because Saiyans aged slowly Nappa just went bald naturally since at the time he was the oldest saiyan.
Actually that is true.
Actually, Saiyans don't age slowly. They age weirdly. The average Saiyan's lifespan is roughly 80 years or so, similar to humans. The difference is that Saiyans bodies stay at a certain age physically for a while before hitting a growth spurt and their body catches up to their age all at once. This is why Goku and Vegeta seem to not look any older from the beginning of Z all the way to the end of Z despite nearly 25 years passing by.

Bald is bald and means having no hair on your head. The way you get there doesn't matter. It can be natural hair loss due to age, or due to illness or it can be purposely shaved off. Regardless of that your bald
I always thought it made the most sense after hearing vegeta’s description of “saiyans hair remains the same since birth” meant that they’re born with a full head of long hair and if they cut it off it will grow back, but it just doesn’t grow any longer than a specific length, if goku or vegeta completely shaved their head it’ll grow back but it just won’t get any longer than the style we’re familiar with.
Makes the most sense.
Confirmed, in OG Dragon Ball Goku’s front spikes get noticeably cut off in a fight, it grows back later
Yup at benining Saiyan hair should the same as birth, then was retconed to a more "sense" Saiyan hair grow to a point then stop, so in this case any Saiyan could cut the hair as he like, but his hair Will grow up to a certain point then stop.

There's actually two statements by Akira Toriyama, both of which are somewhat contradictory. I believe the interview you are referring to was exclusive to a Spanish magazine. However, in a different interview when discussing how similar Saiyan biology is to humans, Akira Toriyama stated that Saiyans have hair much like humans and that they could naturally go bald, pointing to Nappa as an example.
