I found most of the comments helpful and wanted to share what worked for me. Basically, after several times of going through the loop I found this video. From seeing some successes, I took the thumb drive out when it started to restart, it got stuck in a loop that time too. I let the dots spinning in a circle for a while but nothing. From there I finally shut the pc off. I waited with it off for about 15 mins then I turned the pc on (with no thumb drive this time) and it finally loaded that time! Thanks for everyone's comments as they do help. Otherwise I'd still be stuck. But now I'm able to use my old pc with the new hard drive. Thanks to all!
Yeah this is bc it´s a cold restart (you shut the computer completely off). A Windows Reboot is a warm restar (computer never actually fully shuts off before it goes on again). Sounds very logical. I´m gonna try this hopefully tomorrow. I´m now too tired, just tried for 4 hours, now in bed desperately watching this video...
it would have been good if Microsoft's programmers would have mention during the reset period to say " oh by the way you might want to remove the install media now or you will get caught in a endless install loop" maybe when they promote Windows 12 they think about adding this comment.

Just wanted to thank everyone who said to remove the USB/Pen drive when it asks for the first restart, It definitely worked out for me, For the dude that made this video, Your problem is probably solved by now considering its been an year LMAO but for those of y'all who are stuck with this problem, Try removing the pen drivw/Usb when it asks for the first restart so yeah
step 1. make usb primary boot disable rest step 2. install windows step 3. remove stick when asking restart (during countdown) step 4. takes you back to bios then you make the hard drive primary boot, disable rest step 5. save and restart....then it should continue the instalation process hope this helps someone save some time

Guys for those who still get "Windows cannot find boot device" after removing the usb. Press F12 during restart screen to open boot options and select the drive you installed windows in. It happens because you have multiple disk drives and motherboard cannot pick a boot device because we selected the usb. You just need to press F12 during restart screen and choose your windows disk as boot option.
I'll second this as my issue. My BIOS has easy access priority options on main page, but it doesn't distinguish between my hard drives, it merely distinguishes between type of bootable hardware. So I had to go into advanced and make sure to update *which* drive to boot from. I didn't have to remove the USB btw.
I had the same issue today. I ran a command prompt in the windows installer and formatted my C: drive from there. Then I installed Windows 10, restarted, entered UEFI Setup and selected the hard drive I installed Windows as the boot option with most priority.
If you’re stuck in the loop and running it off only an ssd and the loop makes it so you CANT OPEN BIOS then remove your ssd and it will default to bios on startup and then change the boot order and if you dont know what to change then just reset to defaults in bios
When you end up here, Just. Cancel that window setup and then when it's restart press F2 (Acer PC)or Fn for your pc to Get the BIOS, after getting the BIOS, go in the boot option and make your hard drive to be number one by pressing F6 ,, save and Exit... I hope it will help someone
Has anyone figured out another solution besides pulling the thumb drive? Pulling the thumb drive out when the update notifies you it’s about to restart has not worked for me and I’ve tried adjusting my boot order accordingly.
Ok so I had this problem on a old PC I had laying around, I tried and tried to get it to 64 but it keeps have what your having, then I got the idea of installing windows 10 32 bit and guess what it boot right to the set up with no problem and now I'm stuck with it and it have 10 gb of ram and ever time I tried to get it to 64 bit with having 32 bit on it, it didn't work have any one have have a solution of a fix because there are no wikipedia about it and what worst I don't know if it the motherboard the drivers, hard drive, apu or cpu, USB interfering or anything like it must be rare or something. Edit ps if you still have that PC try getting window 10 32 bit inside it may work.

Still having this issue. I've seen many others having the issue as well. I've seen posts on CZcams and the pc master race subreddit. No one seems to have a fix for this. I just don't understand how this is so widespread, yet there isn't a fix.
Mine completely skips over activation, selection version of windows, etc. and goes directly to "Install Now". If I leave USB in, it loops back, but if I remove it, it takes me to the Cortana screen. No choice to not install it.

hey man, today I found a soltion for this type of the problem. your SSD may be not really be connected. if you are using an external drive make sure the SATA cable is really good connected.
I forgot to mention when you are resetting the CMOS battery after taking it out you need to hold the power button for 1 minute to fully discharge the power.
But it says i cant install Windows because apparently there’s a corrupted file so I tried to restart my pc without the thumb drive and it says '' Windows failed to start.A recent Hardware or software change might be the cause'' and now I cant do anything exept the windows installation that I am stuck in a loop and I cant even install it because there’s an error code. The 100% working solution : The problem cause because your pc settings are on to boot from usb as a primary option. Please change boot sequence and make it to be boot from hard drive as the primary option not usb Go to your bios in the ' boot ' tab you can set primary boot to be from hard disk Then in bios go to ' Main ' tab and enable the boot option key ( f12 or something like that) Put your usb then restart the computer and click on f12 ( the key you enabled) and choose the boot to be from your usb then continue windows installation and its will be working 100%
Solution 1 Remove pendrive during restart. Solution 2 Use older windows 10 build and disable automatic windows update permanently with any tool. I used the Windows 10 2017 build. And after installing it my laptop automatically updated to the latest build that's why the problem occurred again. Then i installed win 10 2017 build again and disabled win 10 update, and boom laptop is still working fine. No looop.

When your computer restarts pull out your flash drive so the computer is loading from the hard drive

The pc keeps showing me that he need to rest it and actually i took the usp off when he do that thing. And than it's showed me the bios

You need to remove the flash memory on which you installed Windows 10 when the installation is complete and restarts.

In my case, it wouldn't let me change boot order in the BIOS. What helped was just to disable all the options above my bootdrive.
is not a REALY big problem if you record your actual pc installing(if you got virtual machine you can record :))

You just need to unplug usb drive or cd what is you are using to install window when it's started to restart

I had the same issue and i unplugged the thumb drive and it just startet boosting into Windows setup
I fixed mine by going into the bios, storage boot mode=UEFi only, restarted and deleted all the partitions, and the install worked afterwards
Just click on repair then troubleshooting then shutdown option then unplug usb then power on and have fun😊
