That officer really, REALLY tried to tell her if he had to investigate this that he had some major concerns with the way she handled it, and that it doesn't look good for her, and that she should just let it blow over. If I was in a situation where a 19 year old had a skirt hiked up, it’s not my business. You shouldn’t be touching people in the first place (didn’t in elementary school they teach you to keep your hands to yourself?) just leave people alone, if she knew what she was wearing then leave her alone. She didn’t ask for you to touch her or pull her skirt down to “fix it” she would have probably asked one of her friends to do it, not some stranger.
