I guess it could be a ruling, but there’s also the fact that more often then not warscore doesn’t go up to an exact 100%, taking colonies, states and cores differ in warscore; so somebody could rule lawyer “if it isn’t 100%, you must acquit”. Making it kind of a hassle to rule, because just like the warscore rule, people would argue for things like a 99% even though there’s no war goal that has 1%.
They could stalemate, and white peace that way, but without convincing me to end the conflict, I can keep fighting for my chance to get 100% off of them. Their side took the 97 or so warscore so far, and have 3 left if they win. I have 100 warscore left to win. So there is no reason for me to end this conflict. Worst case scenario, my army is wiped and I lose nothing.
