Thank you. It was a Radio going through Guitar FX ( Distortion and then Delay) In a nutshell it is delay time and feedback rapidly changing which made multiple layers of noise. Shifting from tiny delay times to long delay times and feedback amount rapidly changing. The long high pitch noise after the start section was a tiny delay time with lots of feedback amount and then the delay time changed to a long delay time with lots of feedback amount which makes a loop.
