There's a REALLY simple solution to all of these fog/weather-related accidents, at least for truckers. There should be warning system in place where truckers can be notified via their CBs or other radios. They could be given the mile markers and the conditions LONG before they approach these scenes.
There should be a camera on the windshield that uses AI to inform the driver when there is foggy conditions. Once you have the hardware, simple software updates could expand the functionality very easy. It can then inform about rain, tornados, hurricanes, floods, volcanic eruptions...
No warning system will work. They'll simply ignore it. They're trained to travel at the speed of how far they can see. 1. Aim High in Steering Maintain eye lead time: Look ahead a minimum of 15 seconds. At 25 mph, that may be a city block; at 60 mph, it’s a quarter of a mile. Scanning the road this far ahead gives you more information with which to make decisions. When dealing with hills and curves, be sure to adjust your speed accordingly, as you never know what’s on the other side.
No need for warning system. Fog is not something that sneaks up on a driver. They can see that visibility is reducing and common sense should translate that to slow down or even stop. They should take that driver's license. He's an idiot.

I saw this. I am from Lubbock, Texas, and I am a former Over-The -Road truck driver. My brother and I argued about who was at fault. He argued for the driver, and I argued for the first responders. The driver is at fault in this situation. He was driving at an excessive speed for the weather conditions. He also didn't have his hazard lights on to warn other drivers of his presence while driving in the fog. Drivers to his rear, his sides, and anyone in front of his vehicle. He didn't have his headlights on either. Only his fog lights. That does not compensate for the size of his vehicle and the amount of harm that can be caused by his vehicle in such a low visibility situation, and the distance that such a vehicle will take to come to a standstill. The fact that his vehicle and trailer were white in color and would, with the fog, make his vehicle almost invisible, was negligent on his part. He, the driver, was at fault. Wake up drivers. All drivers. Driving with your fog lights on when there is no fog might be "cool" to you, however, driving with only your fog lights in the fog is stupid and dangerous. Light your vehicle up for your safety and the safety of others. Switch those headlights on and keep them on dim. Fog and mist reflects light and makes it harder for you to see what is in front of you.

Unfortunately he's not the only one who drives too fast for conditions. I've seen many people driving too fast in fog, rain or snow. They drive at the speed they normally would on a bright sunny day with no regard for the reduced visibility or slippery roads.
