The entire process can be a little difficult, but it is for sure possible. I highly suggest making milestone saves. Once you accomplish this you can explore anywhere under the water granted it has a ground for you. You can drive all around the Resort and even get up to where the Yacht is. Although that is a little tricky to do. It is possible for you to exit and reenter the buggy.
