  • Russian President Vladimir Putin revealed the reasons behind appointing long-time economic advisor Andrey Belousov as the country's new defence minister. Putin said, "Belousov will be able to properly steward the country's substantial defence spending and ensure it helps the civilian economy, rather than detracts from it." In a surprise move on May 12, Putin replaced his long-time ally Sergei Shoigu as defence minister amid the Ukraine war. Watch

I don’t understand why it’s shocking to have cabinets shuffles. It’s been done in the past during President Putin’s spell as President and as Vice President in the past 20 or so odd years. It’s simply that the new civilian minister in charge of defence is more suited for both an economic and military role in spearheading a war economy that is currently in progress within the SMO. ‘Nothing to see here’.

Belousov has a history that includes working for the Russian weapons development board so whilst unlike most previous Ministers of Defense, including Shoigu, he is well placed to understand which weapons systems are worth spending money on as well as those that have civilian application spin off and export potential. It is a typical smart move by Putin and Shoigu who along with Lavarov who has wanted to retire since before the 2014 coup but was persuaded by Putin to stay on will be happy with this move which will give him more time to follow his passion for fishing.

Face it, Russia's arms exports are becoming but a distant dream. They were in decline even before Russia started fomenting trouble in Ukraine, to say nothing of the actual invasion putting a complete stop to them. High-tech arms need trustworthy suppliers, and Russia isn't one for a variety of reasons. China is poised to take over the low-tech market, too. Arms manufacturers the world over should remember Putin with a gift basket for leaving the international arms market, _and_ for creating almost insatiable demand.
