The logistics, imho, of staging a nomadic global spor† in the midst of a pandemic is far greater than in football. Football teams play at home or travel to other stadi within their own league, tennis players travel to different continents on a weekly/monthly basis with their entourage. When you have spikes/2nd waves of COVID 19 in different parts of the world, quarantine rules and or outright bans of nationals travelling from certain hot spot countries where the tournaments are being staged, there is no way in hell tournaments are going to risk resuming anything until this whole this dies down significantly, even with empty stadiums.
probably because tennis players have to travel to different countries every week for different tournaments whereas others sports can just play all there games at one stadium.
