Scientists name planets by smashing buttons on their keyboard
I know it's a joke, but for those who wants to know.
Planet name are given by a lower case letter that indicate the order of discovery starting at b.
So this planet was the first to be discovered around the star HD 100546 (wiki says that 2 others, c and d currently being evaluated).
The name of the star depend of the catalogue that reported it.
Here this star was reported in Henry Draper (HD) catalog, which is an old star catalog made right after WW1, reporting every visible stars until magnitude 9.
Of course since there hundreds of thousands of them, not all were given a proper name but just a number.
Proper name can be given, but it takes years of process by the International Astronomical Union, and I don't know any exoplanets that was given a proper name yet.

So, did we scale each and every planet in every galaxy to come to this conclusion?
Yes. They compare this one with the biggest that they have found
Brown dwarfs are celestial bodies that are mid point between a planet and a star.
They are massive enough to produce some small internal fusion of Lithium and Deuterium (hence becoming slightly luminous, like a faint star), but not massive enough to start a full Hydrogen fusion process like normal stars.
Therefore, they are called _failed stars_ and can sustain dark, cold and lifeless planetary systems orbiting around them.

Deserves to be called a star provided that it would be the centre of a Solar System
Not necessarily. Based on this video's weird presentation of mass, the planet would estimate at either below 1 % or a maximum of around 70% of our sun's mass. The chances of it having a much lower than maximum estimated mass are very high, given that its not even close to as dense as the sun because the pressure would ignite nuclear fusion and that apparently is not the case. So no, if its not the center of some micro-system or a brown dwarf, it would just be yet another planet orbiting around one of the many stars, that are much, much more heavy than our sun.
