This is certainly not the Delhi Punjabi dialect. Most Punjabis in Delhi are from West Punjab now in Pakistan and speak in an urbanised Punjabi dialect. This actor speaks like - what we call a Pendu (village bumpkin)

You are right that most of the Delhi Punjabi's migrated from West Punjab. However, Mr. Ignorant this is not pendu, it's just a different dialect.
Amritsar and Lahore areas speak Majhi dialect of Punjabi.
There are other dialects too....doabi and malwai to name a few.
