So I have a commercial tube but it's on an AK l, so it's just a place to mount a stock. And since it's not functional, it's actually made out of polymer. Do you see any reason why I couldn't stand down my commercial tube a bit to accept milspec stocks?
I believe you are saying the tube is solid polymer not a hallow tube. If that is the case and it has the square protruding part at the bottom to allow for adjustment longer or shorter with the but stock, then yes you could sand it to a smaller diameter to take an AR15 milspec butt stock. without the square protruding part the butt stock will likely not stay on.

Yes, your AR15 receiver will take either mil spec or commercial interchangeably.
