I don’t have after effects, im broke 😭
There are ways to get it for free but i will try do a capcut and video star version

With video star you can put the start to 2 then move 2 frames forward and drop it to 35 or 50
And add motion blur

It’s called panning and you can use s_shake for it I can do a tutorial for it
