As to your Buu question, in the original lore it was stated that Babidi’s father, Bibidi, created Buu.
In more recent times Toriyama retcon’d his origin, stating in an interview that Buu was the embodiment of all evil that existed since time immemorial and that all Bibidi did was summon him forth.
In any case, even Buu in his original form would have dusted Freeza with no effort. His pure form was not Beerus level but he could still theoretically do what Beerus does, as he demonstrated in the show.
Among G.o.D.’s there are different levels and we don’t know how they rank, but in any case Buu could easily do the same job as a G.o.D.

Well Cell didn't get their potentials, he kind of picked and chose what he got from them, he got the exact copy of the Saiyan's zenkai boost but then only got an ability or two from Frieza and somehow amped up Piccolo's regeneration to a ridiculous level. Janemba really needs a remake and deserves to be put in canon just like Gogeta. Legacy of Goku 2 did a little spin on his origin but that's just in the american version of the game but it said that before all the evil souls manifested itself in this form Janemba was a Demon Lord in HFIL with magical abilities and also a very jokster personality that a long time ago got sealed or broken apart and in Fusion Reborn because of all the evil souls released he could reemerge again. I think making him some kind of magical demon Lord that broke out of hell because he is just bored and starts rampaging other world and finally manages to break through dimensions and enters the living world with his magic would be a pretty cool storyline. Just think about it x-x
