The grinding noise you’re hearing is digital radio, which can’t be decoded by this scanner. Uniden makes some trunking scanners that work for unencrypted digital signals, but many police departments are encrypting. Happy scanning!

You can install a Discriminator tap into many scanners, that allows you to hook the scanner up to a PC by it's line in, or Mic in jacks. You can use software to decode the digital signal that the scanner is picking up.

the Squelch is NOT the Search mode, the Squelch is to make the Radio QUIET, when there are no Active Transmissions.
In order to Scan or to search a range , you first have to program in some Frequencies.
To do a proper search , you have to FIRST program in a Range of Frequencies.

Hi DJ, many thanks for taking out the time to do this video. I like you cannot find a comprehensive look as to how the scanner works. It's now September 2022 and nothing has changed in regard to finding a decent explanation on how to program the scanner! I am waiting for the delivery of the Uniden UBC370CLT to arrive, and your video has lifted the fog substantially for me.
Uniden should be ashamed of themselves for not doing a comprehensive tutorial on the models. The one I have seen is pitifully inadequate to say the least.

The website you're referring to is called Radio reference, and they do work, you just need a capable enough scanner, you can't program a frequency into a scanner if the scanner doesn't support said frequency (You can't program a frequency of 800MHz into a scanner that only supports up to 500MHz).
That knob you turned is called the squelch, it's to squelch the sound (it mutes the static), and it needs to be turned up high enough to mute the static so that the scan function will work.
That noise you was hearing is not nothing, its a digital signal, it's more than likely a control frequency for the system/s in your area.
The scanner you have is analog, it wont decode digital, it will receive the digital signal, just not decode it. BUT you can however modify the scanner to install a Discriminator tap into it to be able to hook it up to a PCs line in or Mic in jack and have the PC running a Program called DSDPlus to decode the digital signal. But chances are high the frequency the control channel assigns is probably outside that scanners supported frequency range, so about the only thing you'll be able to decode are digital repeaters.

That noise on 460.0375 That is some type of Digital DMR Radio or some other type of Data sound. That is a Analog scanner most agencies are Digital. If you go to www.radioreference.com/ click Database find your State and then County. If you program them and hear that noise then that means they are digital sometimes it tells you if they are Digital and sometimes it don't. And sometimes you may not hear anything that means they are encrypted. I still have a Analog scanner and I can still hear things but I don't really hear much.

this radio police scanner is only good to listen to analog signal if your police Department still on analog but me watching your video indicate that your local agencies are not analog. They are digital which means Your not or will not be able to listen to them. Even most EMS and fire are going digital. That desktop police scanner it's a very outdated only good for listening to FM radio or maybe local FRS walkie-talkie or maybe you can listen to your local restaurant or business. You can still listen to aircraft and local cargo train and and so on that still uses analog. I have a Pro 90 Radio Shack 800 megahertz truck trucker police scanner. And I can listen to my local police dispatch and fire and EMS very clearly because they are on that analog truck trucking system and 800 megahertz. Police have either gone to analog truck trucking system or digital with or without p25. my best bet if you want to listen to your local police is first figure out what system they're using and the cheapest website you can buy a police scanner is on eBay choose a digital scanner digital trunktracker or analog trunktracker 800 megahertz scanners will be the best.
but the p25 1&2 scanners will be more expensive they can go about $500. But if your local police Gone full and crip that you will not be able to listen to it with No scanner. But most likely they have not gone full encrypted only most government agencies like FBI DEA SWAT team they are fully encrypted cannot be listen to by any radio scanner

'Radio Reference frequencies don't work.' LOL okay. the Radio Reference database is directly tied to the FCC database. Knowing how to use the Database would be helpful.
Not to pick at an issue, but this is is not the way to program. The first few frequencies you picked up where not analog signals, they where encrypted or digital...something this scanner cant decode. Plus...what if you 'seek' over a frequency that isn't being used at that specific moment (like vehicle repeaters), or what if you come across a repeater but you don't have the CTCSS tones to isolate it? How about all the (literally) hundred of frequencies in your area....how do you know you got them all, or the important ones, or who has the paciance to sit there for HOURS just to listen?
I HIGHLY recommend going back to the Radio Reference Database and learning how to use it. The frequencies are updated daily and they are tied directly from the FCC database.
Your original statement, " the Database frequencies don't work", yes they do...your equipment isn't receiving them. Get an antenna...the stock antenna (little cloths hanger wire) is NOT sufficient for signals more than a few miles away.

While the radio itself wont decode digital, it will still pick up the signal. you can install a Discriminator tap into it, hook the scanner up to a PC by the discriminator tap into the PCs line in or Mic in jack and run a program called DSDPlus and the PC will decode digital just from the audio the scanner is putting into the PC.
But many police/Fire/EMS are in the 700MHz-800MHz ranges which the scanner in the video wont tune to (it maxes out just above 500MHz). A BC355n will tune into the 800MHz-900MHz range (just not 700MHz range). But all you need is what the control channel/Frequency assigns to the radios when they key up. I was just lucky that my local system assigns in the range of 800MHz range, it's just the control frequency that is in the 700MHz range, but I don't need to control channel anyways, just the assigned frequencies, and program the assigned frequencies into the scanner.
Repeater book is the better option if you want to look for repeaters, but you really don't need to look those up as the scan speeds of the scanner is quick enough to catch most transmissions.
Within about 10 minutes I ran across just about every Ham repeater I could receive on 2 meter (analog and digital), and even 70cm (both analog and digital) all without touching any website, the only time I did was to confirm the frequency was indeed a repeater, and to see it's callsign, heck of you own and use an SDR you can see a huge swath of the band and catch just about everything that way as well, I found that was part of the fun.
