Tbh Naruto is my fav anime and i still dont know what that cloak is. Maybe its Clothes from mount mýoboku. It isnt the hokage cloak and Minato Namikaze has a different Hokage cloak from Naruto. Each Hokage has a different one. Also its would be more like a Tailed Beast Bomb Cannon(that a 9 tailed kamehameha). The black balls lol are called Truth Seeking Orbs. The amount depends on what tailed beast the user had. For eg Kurama has nine tails so nine orbs Madara and Obito absorbed the Ten Tails so they had 10.
