1:07 I really don't know what to do here, in my program it doesn't show red with black or black with white, I can't continue with the tutorial

When I blur the text and then go to filter gallery, its as if the blur was never added, and when I add the next to filters, the text basically 99% disappears. I give up. I don't get what's wrong.
It's as if the blur was never put on, and it just adds the graphic pen alone.
