Let's be honest
Trying to catch the same pikachu for 20 years means that Jessie and James have a lot of patience and determination, yet Giovanni let them be on the team for that long
He actually fired them once and they got back into team Rocket over a short program
Also they lied about defeating Team Galactic in Sinnoh, so Giovanni let them to stay and promoted them a bit more after that
Their whole theme is pretty much to get their way around and come off as somewhat good agents while being failures trying to catch one little Pikachu over such a long time

To be fair. Jessie and James are probably two most important members in the entire Team Rocket. They spy new regions and then remove any competition in advance for the main forces to take over. Other than Kanto where Team Rocket started, they have scouted and secured every single region. They should get a raise.
I believe the reason they were more technically advanced in X and Y is because they were credited for team Plasma's defeat in the previous series and given a raise.
Technically they did give Giovanni several Pokemon other than Pikachu but dang this was funny.

Incidentally they were let go by team rocket in the series, they were even given back every Pokémon they submitted to team rocket as their severance package.

As a long time follower of the anime.
To clarify:
J,J&M made it their personal mission to get Pikachu since the start, but have also tried to steal numerous other Pokémon as well. It just tends to not work out because Ash was around whenever they did their schemes that didn’t involve snatching Pikachu.
I’m also pretty sure that most of the time they had to build up their own funds.
Yeah, they usually would be moonlighting as vendors in various towns, where you would see their other skills at work. Jesse is apparently incredibly good with a thread and needle, and James is a top-notch cook and has some skills with technology and vehicles. So it also makes sense how they always were so adept at roughing it no matter where they went. they were REALLY good at adapting to wherever they were.
Team Rocket was just babysitting Ash. Giovanni is Ash's dad.
I honestly think that theory is the most plausible, it really gives ab understanding of why Giovanni tolerated them, considering he's expressed annoyance over their failures multiple times. What's more, he even entrusted them with tasks that should have been meant for more elite agents, like running his gym while he was out handling Mewtwo during Kanto, which shows that they must have had a period of successes prior to the show (especially since they where different colored uniforms, which has only ever been true of known elites in the organization, like the ones seen in the movies.) Even the time he fired them can probably just be chalked up to him saving face since they had "failed" so many times.
This right here. They should have ended the series with us finding out who Ash's dad was and his mom being and undercover Team Rocket commander or big boss where Giovanni was just the front man or something.

The funny thing is that Jessie and James are actually quite competent at espionage, stealing other pokemon, and other Team Rocket activities, the problem is that even when they don't go after Ash, he coincidentally finds a way to get in their business and ruin their schemes.
Team Rocket could literally agree to steal candy from a baby they picked at random, and fate would screw them over by having said baby's parents be the person Ash and his friends are visiting that day, or Ash spotting them from from halfway across town because his gym battle just happened to be in the area.
Perhaps, but it’s hard to see their competency after witnessing the failed attempts to steal Ash’s Pikachu.

Ash's Pikachu is quite intelligent and strong, so they have to ensure their gear is shock proof, fire proof and has no obvious weaknesses

Wouldn't really call him a goat so much as "past his prime". Guy was given a Togepi on a silver platter, a whole NEW pokemon he's never seen before and he was all "this tiny thing can't do anything because it's small!". A few years down the road he's seeing people nuke Team rocket grunts with Togekiss and kicking himself. Not really GOAT material as much as you think. At least Cyrus from Galactic tried to NUKE REALITY because he wanted to play god. Cyrus may have been nuts, but he was a hair away from succeeding AND controlled Dialga AND Palkia until the CHAMPION of the region and a PROTAGANIST had to step up against him at the same time! I love the idea that Jessie and James are actually REALLY good Team Rocket members(as seen by them being successful in ANYTHING but catching pikachu) but that it was Ho-ohs blessing that made them fuck up as ash wishes to be the best there ever was gave him plotarmor(for the most part).

I was expecting this to have a turn given the fact that Ash is now, canonically, the strongest Pokémon trainer, and Pikachu took out Leon's Charizard, basically the strongest non-legendary Pokémon. Technically three. I know the Indigo Plateau is the official league for Kanto, but winning the Orange Islands league was impressive in of itself. Drake's Dragonite was ridiculous.

The irony is that in every region they went to the evil teams failed and thus opened the doors to team rocket to enter with no problem. And thus were seen as elites well one of the reasons anyway

Canonically Jessie and James are the entire reason Team Rocket now has a foothold in Unova, Hoenen, Sinnoh and Kalos.
While Team Plasma still exist the clash they had with the invading rocket force was a Pokémon special episode.
Its implied there are still clashes Between Gethis's forces and Giovanni's own.
Team Galatic just flat out disbanded along with Flare after there leader dipped(or in Lysanders case died)

Honestly I thought the entire point of the Team Rocket Trio was they are good at almost everything they do, except stealing Pokémon.
Can you name one Pokémon Jessie and James successfully stole and brought back to their organization? and by stole I mean either wild or Trained Pokémon who they poached, not caught in a poke ball.
Looking back on all the odd jobs, the Team Rocket trio would have better livelihoods should they go straight.
What made me feel this way is after learning that Cassidy and Butch had quit Team Rocket and have their own shop’s really sells it.
Togepi. They actually got it back to Giovanni, but because it didn't have any moves yet, he didn't want it, so they gave it back to Misty.
Jessie's Yanmega, when it was a Yanma that they successfully swindled from some one-shot character in Sinnoh who wanted to catch it. Giovanni sent it back to them because he just got a full crate of filled with them.
Meowth in particular can get along without Team Rocket. He’s a talking Pokémon with expertise in engineering, robotics, theater, and stage magic. He could easily get in with a professor or the Pokémon rangers. But his misplaced loyalty to Giovanni prevents this from ever occurring to him.
Meowth knew this wasn't gonna end well, so he ran when Jessie and James' backs were turned.

In my headcanon, Team Rocket doesn't just quit. First, they decide to join some group like the Aether Foundation or the International Police under the guise of being Double Agents for Team Rocket. While Giovanni will believe they are still loyal to Team Rocket, the 3 secretly plan to fully defect when the time is right. And once they fully defect, they'll be given a full pardon for their crimes.

Jesse and James DID bring him Togepi, one of Misty's now stronger pokemon, but he didn't want it cause it had no moves. All during Black and White they were integral with taking down Team Galactic. In Sun and Moon they infiltrated Aether Paradise and stole secret info on Type:Null/ They also managed to finally beat Ash, a POKEMON LEAGUE competitor in a battle in Sun and Moon with Mimikyu, Marinie Wobuffet and Meowth. they gots some accomplishments for sure.Those just off the top of my head.
