Blame Jeff Wayne, the guy behind the *WotW* musical. For years, he tied up the international rights to the book and used them to veto any period adaptation that wasn't based on his musical. One of the movie pitches he killed was a proposed Kenneth Branagh adaptation co-starring Brian Blessed and written by *Hellboy* screenwriter Peter Briggs (who was still annoyed by Wayne's greed years later). Unfortunately, the book finally became public domain at the height of bad far-left politics, so the window for a proper period adaptation is long gone now.
I have this along with the other versions. Yes it could have been done better but I believe they were going for a period movie, early 1900's. If that was their intent, they got it. Yes it is the most book acurate.
They got the book accuracy but they got horrible film-making skills. Even on a budget, they could've done better.

At least the Spielberg version follows the basic plot, although just has the wrong setting. But captured the spirit of the book at least.
