DR Congo controls it's own land boarders with Rwanda, I don't understand how Trucks full of minerals can cross boarders from Goma to Gisenyi daily without DR Congo's Consent.
Most of the minerals that go through Rwanda pays taxes before leaving Congo. Then Rwanda to Kenya and Tanzania ports off to Manufacturing hubs in Asia and Europe.
These minerals are mainly mined by European/ North American and Asians corporations.
If Rwanda really steal the minerals they accuse it to steal. It would be among richest nation in African but it is not, in fact DR Congo GDP is more than six times greater than Rwanda's.

Just like the regime in Iran is falling slowly, the regimes in Rwanda and Uganda are about to start collapsing. If a leader becomes a dictator, kills his own people and oppresses everyone around him, they don't last long. They are several journalists that have investigated the regime in Rwanda how it kills anyone who does not agree with them or any one who speaks out. The regime in Rwanda has killed the opposition in foreign countries. It is so sad that a lot of African leaders are still primitive. And that's why Africa has not yet achieved it full potential. We keep talking about colonialism, while these African dictators are taking everything for their own satisfaction . Util Museveni and Kagame are gone there is always going to be problems in East African because these two guys have been the mastermind of all the wars in East African in the last 40 years so that they can have power and promoted the interest of the Tutsis.

Numerous airstrips dot the DRC's forests, facilitating the extraction of minerals with the DRC government's approval. Yet, strangely, the DRC government escapes criticism. Instead, it's almost as if Congolese officials are treated like spoilt children who cause trouble yet never face the consequences. Until there's a shift in focus towards holding DRC officials accountable, rather than misdirecting blame, the DRC will remain in perpetual disarray.

This issue is difficult to solve for DRC for 1 reason, ethnic groups are the same across the borders. No one can tell who is who.
Ex: Senegal can crush Gambia in 1 day, but when the rebels in the south of Senegal were smuggling precious wood across the border to the Gambia with the help of the Gambian government, Senegal could do little about it because people on both side are the same, fighting them mean fighting your own.
Today, Gambian authorities are helping the Senegalese authorities, and incidentally, the rebellion is struggling because of lack of cash flow. That's what Kagame must do. If Rwanda cuts the smuggling route, the rebellion in the DRC will die out due to lack of cash flow.
Kagame knows it pretty well. He let it happen and is helping it because he is benefiting.

Rwanda is just a transit. Multi-national firms from the west use channels such as Rwanda and Uganda as they are close to Tanzania and Kenya Ports then to Asia and Europe through Indian Ocean. Rwanda as any country is obligated to allow free movement of economic activity.
Rwanda is not responsible of how the mineral are mined DR Congo should ensure minerals are mined by licensed Company before they are let out countries through boarders.
DR Congo controls its own land boarders.
