My gate seems to be leaning to where my gate door won't open do I have to get a contractor to have him come and take a look maybe my house is settling. My house is only 19 years old.

I just look for cracks in the house or wall, that should tell you what's going on. But yes a builder could explain it to you.

I know it’s late, but I’m unsure if you are filling the cinderblocks with mortar. What is the point of the rebar?

Not mortar, filling them with Grout, a pea gravel concrete mix around the rebar.
