Correct; it will remove any surface oils, wax, or dirt built up. You only need to sand if you have areas that are peeling/chipping.
Does it need a gloss coat after if you want a high gloss / lacquer finish?

So if you stipple.. when it dries, does it dry smooth? I bought the sponges to use on two small corner tables. They are dark wood and I want to paint them black. Two coats?
2 coats should do it. Just brush and stipple (be sure not to put too much muscle behind the sponge.)
