They should put a less fine mesh on that drain. Here in Netherlands and Belgium the drains have like 3cm wide gaps between the spokes, so leafs will just flow through.
That's fine for municipal sewers where the city has the equipment and personnel to come out and jet the main when it gets clogged. For a private parking lot you are talking about calling out a plumber who is probably going to massively overcharge them vs. just having someone scrape the top with a rake.

Wrong type of grate to have with no gutter opening. Too tight of a spacing and not really necessary since it goes to a retention pond. Leaves could rot at the bottom. Good work!

Would have never flooded if they used thirsty concrete instead of this none permeable bull crap. Ps thirsty concrete is normal concrete but missing sand so is permeable.

This would actually be the task of the city cleaning, which is either poorly organized or non-existent.
As long as the water level is lower where the water is draining too, it will drain . Just have to be careful of flooding in the lower lake.

Suggestion: Install a mesh screen (squared shaped), around the drain hole to block the trash, leaves from going into the drain.
That is what the trash and leaves gather *_at_* just as they did with the existing mesh screen over the drain entrance.
As MottyGlix said and also wouldn't the cars drive on the mesh and squash it to the ground?
