Rwanda: Nyerere Blames Zaire(congo/DRC) For Crisis In The Great Lakes 1996

  • Retired Tanzanian President Julius Nyerere on Wednesday blamed the Zairean government for causing the latest crisis in the Great Lakes region by seeking to expel the ethnic Rwandans who have lived within its territory for centuries.
    Speaking in New York, at a roundtable organised by the International Peace Academy, Nyerere said that the ethnic Rwandans, called the 'Banyamulenges', had been living in eastern Zaire since the time that region was a part of Rwanda.
    "They have always been there before the partitioning (by colonialist powers- Germany and Belgium)," he told an audience of UN ambassadors, representatives of UN agencies as well as journalists.
    "No governement has a right to deny them their right of citizenship", said Nyerere, who has been the chairman of the south centre since 1990.
    He said that the Banyamulenges, as well as another group of Rwandans who were recruited by the Belgians to work for them in Zaire decades ago, were Zaireans.
    "They can't go back to Rwanda...they don't know where their ancestors came from," Nyerere said, adding: "Zaire is a huge country, it can absorb them."
    The ethnic Rwandan Tutsis, joined by other discontented groups in the region, have been fighting the Zairean forces since October, forcing the 1.2 million mostly Rwandan refugees in the area out of their camps and creating a humanitarian nightmare.
    More than 500,000 of the refugees have since returned to Rwanda, with an estimated 750,000 others still scattered in the hills around the area.
    The former president said that the priority of the international force that had been approved by the Security Council for the region should be to help the refugees, most of whom are Hutus who fled Rwanda after the 1994 massacre, to return home.
    "The most important job for the international community is to help the refugees to go back," he said "as long as they are in Zaire, they will constitute a potential security problem between the two countries."
    On Burundi, where he has been facilitating peace talks, the Nyerere said that only negotiations between the government and the Hutu opposition group could end the crisis in the country.
    Nyerere, who led his country from 1961 to 1985, warned that the economic sanctions imposed on Burundi following Maj. Pierre Buyoya's military coup on July 25, would continue unless the minority Tutsis conduct "serious negotiations" with the majority Hutus.
    "As soon as it is quite clear that they are willing to talk, I will be talking to the east African leaders about relaxing the sanctions," he said. "I don't like sanctions at all".
    Burundi's ambassador to the UN, Terence Nsanze, who attended the session, had said that the sanctions were hurting the country's economy and urged the leaders to lift them immediately to alleviate the suffering of the people.
    In introductory remarks, the president of the New York-based International Peace Academy, Olara Otunnu, said that the roundtable, on the theme "Responding to the growing crisis in the Great Lakes Region," was part of activities marking the 26th anniversary of the academy.

    Mwalimu Nyerere made key points including, treating all Rwandese or Burundese ethnic/tribes as nations such that the Hutus and Tutsis are simply two sides of the same tribe. The ethnic divisions are therefore merely a colonial and economic creations. Secondly, Mwalimu applauded great lakes regional leaders for not accepting a coup President of Burundi, noting, an African Union provision that actually allows member states not to join alliances with such leadership. Thirdly, Dr. Nyerere wants western countries- via UN, to support repatriation of refugees to homelands despite internal economic and political challenges.

    Today i got to understand atleae how bad built history may affect generation and generations, that is the reason. Nyerere impact to build tanzania history can not be misregad.
    1.He brought equal chance of education by quater on selections of student to secondary! This created equal opportunity,
    2.Nyerere abolished private schools, Just to ensure equal access to educations.
    3.He abolished kingship in different parts of the country , just to create a country of People of Equals.
    That is case in Tanzani, when we select a leader we have little concern about tribe or religion.

    DR Congo should not discriminate against it's people , M23 are Kinyarwanda speaking Tutsi Congolese freedom fighters, with discrimination and tribalism DR Congo will never have peace and it will always fight loosing wars. First blame the colonists who demarcated boarders, if the DR Congo doesn't want to accept them as it's people ,it should chase them together with their land. It seems some people are just haters, jealous and against the rapid and success development taking place in Rwanda as a country.

      What about the millions of non-Kinyarwanda speaking Congolese who have died because of a war started by Kinyarwanda speaking people? Don't their lives matter? Samia Suluhu is just correcting the mistakes of Mwalimu. By the time of his death in 1999 he was regretting why he had supported Kagame/Museveni when he saw how they had turned against Kabila and started looting mineral wealth. He had finally learned that he had been a victim of Ubwenge all along.

    I hope the DRC Congolese watch this video and learn about the BanyaMulenge.
    They keep claiming that they don't belong to DRC and that they came there as refugees.
    Which is totally wrong .

      Did you hear what Nyerere concluded his address? He said “the problem will be over when the refugees return, then there’ll be peace”.
      There’s definitely a problem to deal with appropriately between the two countries.

Both groups should learn to recognize the other and forge a unified path for their children. This is what your gov'ts, politicians, and religious leaders, from either side, ought to be encouraging, not continuously amiding the "one group intertribal domination rhetoric", as the case is today.     👉 The PROBLEM is that Rwanda BANYABURENGE Refugees who Run to ZAIRE during the RWANDESE War is that they NEVER went BACK to RWANDA from ZAIRE but Now they CLAIM to be CONGOLESE because of the MINERALS that they found in DR CONGO.💍💎
    🇰🇪 KENYA has the same problem in KAKUZI REFUGEE CAMP with South SUDAN, Somalia, Burundi, Rwanda, Uganda REFUGEES & so does 🇹🇿 TANZANIA has the same problem in Tanzania with BURUNDI & RWANDESE REFUGEES who don't want to to BACK HOME in their Countries even after PEACE has returned in their Countries. ❌

    I have great respect for the late and Great Nyerere and Thabo Mbeki but I am ultimately disappointed by the lack of balance in their views.
    Kagame is the President of Rwanda and apparently a Tutsi warlord too. Many dictators have made the excuse that they have to protect their ethnic brothers across a sovereign border or have relied on historical ideas of a “Greater Rwanda or Russian sphere or Judea and Samaria” as a pretext to annex land and resources. Kagame is a strategic genius living by a ruthless Realpolitik who has discursively seduced the West through their guilt and complicity in the Rwandan tragedy and has used that genocide as expertly as Netanyahu has used the Holocaust to commit crimes against humanity.
    The destabilization of Congo has been a 500 year project of the West and Kagame has inserted himself in this era’s lethal logistics of procuring the most needed resources of the age from a weak DRC. He is the new Leopold King of Kigali.

    As an eye witness of the coming of the Tutsi refugies into Congo from 1959 to 1964, there was an agreement with the United Nations at that time. Two of agreements where that, Tutsis were forbidden to participate into the political struggles of Congo, they will return to Rwanda at the 3 years expiration of their refugees status.
    At the expiration of the refugees status, Congo was attacked from Rwanda by Europeans mercenaries led by Jean Schramm.
    The Congolese Army won, and all Rwandans were expelled for not respecting the refugee agreements, and for helping the invaders......
    All Belgians colonial census do not include any Banyamulenge rwandan tribes.

    Banyarwanda means people of Rwanda who speak the Kinyarwanda. Burundi means people of Burundi who speak the kirundi.
    As 1 nation, all Rwandan speaking people belong to Rwanda.
    The same is true for the Barundi of Burundi
    In Africa, one tribe has a land, a language corresponding to that particular tribe.

      I cannot go into detail, but As Africa was partitioned in 1884/85, by 1899 Rwanda was given to Germany . However, when the World War I ended in 1919, the leagues of Nations decided to punish Germany for some reasons (find out what reasons), and the biggest punishment was to take all the colonies out of her domination. Now, Rwanda being one of the countries colonized by Germany by then, it was taken out and handed to Belgium as mandate territory, until 1962 when their gained their political independence. I hope I understood your question and tried my best to answer

      Nyerere is right I am a Tanzanian Maasai and our people were portioned by the colonial border, same thing happened in Rwanda and Congo, when borders were drawn some Rwandese speaking population found themselves in a new country called Congo, traditionally the Areas they recide was part of ancient Rwanda Kingdoms, thats what Nyerere is trying to explain

Nyerere isnt right abt Congo bc in case of Congo border were not just draw lands were conquered and Chiefs had to sign a deal that the teritory belong to Leopold II and no land fro. Rwanda Kingdom was taken. I keep asking which part specifically belonged to the Kingdom of Rwanda bc in the eastern part of DRC there are multiple ethnic groups who arent Rwandans nor speak it language nor share similar tradition. And again, Nyerere didnt talk abt the Belgians who brought Rwandans in 1920s to work in DRC nor did he talk abt the Tutsis who were brought by the red crox and Belgians after the Rwandans revolution in the 1960s. Nyerere was quick to talk abt a topic he had no idea abt bc the DRC conflict isnt really abt the Banyamulenge etc. Its abt the US/UK helping a power hungry Tutsi, Kagame, to forcefully take power in Rwanda, causing and committing the genocide, so he could invade DRC to steal DRC minerals

      @@arnolddayday4565 you have to read ure history before 1885 the partition of Africa there was no actual borders between Congo and Rwanda, the Banyarwanda were organised into kingdoms and these kingdoms extended to Eastern Congo in Masisi, Rutshuru, Kalehe, Walikale up to Goma. These people are natives in those areas, ofcourse we all agree they are some who fled there during the Rwanda revolution of 1959,

    He talked about Zaïre as if he didn't know (I guess he didn't) that the first wave of the Tutsi banyarwanda in Zaïre came from Rwanda in the great massacre and overthrowing of their monarchy there in 1959. He said it himself that a large part of the Tutsis went to Uganda, but forgot to mention that a huge number also came into Zaïre. This is why they were not seen as Zaïrian citizens as they were refugees. The second waive of more than 2 million Banyarwanda made up mostly of Hutus and some Tutsis came during the genocide of 1994. The rebels he talks about were, for the most part Tutsis sent by both Rwanda and Uganda as they did not truly want the return of these refugees in Rwanda, and they used a Congolese as a cover for their own plan (Kagame and museveni talked about how they recruited Kabila for the task in a documentary). Proof of that major Tutsi invasion is as soon as Kabila took power, Rwanda places James Kabarebe as the new Zaïrian chief of staff in the army, who later became chief of staff of the Rwandan army when Kabila invited them to go home. So yes we do have Zaïrian Hutu tribes, but not any Tutsi tribes in DRC. They came as refugees and trying to impose themselves as Zaïrians. We don't mind having them in our country, if they follow the proper official integration procedures, but taking up weapons and killing the locals (more than 10 million dead). That is unforgivable. With all respect to the late president Nyerere, but he needed to learn more of what his mischievous neighbors in Rwanda and Uganda were really doing in DRC.
