It is working as designed for me. You may have another mod that is conflicting. Keep in mind it will treat members of your customs union as part of your market and those nations are "local" to your nation, as if they were states.

Hey, I love your videos. Im about to go into college with a minor in labor studies. Do you know any books discussing the economics of labor?
Labor history is an area I need to build up my study in, particularly in the USA. Are you looking for information on a particular region's labor history or a global survey?

From a brief overview of titles on Amazon, it would appear that most labor histories are regional. Looks like you'll have to get into it a nation at a time. I'll keep looking into the area, as it's something I'll need to study for this period.
