If the arrows aren’t supposed to have any effect on her, then either the listener has some ability to amplify the arrows’ innate magic, or the listener can negate her natural defenses.
Or they just had an Uno Reverse in their pocket idk

This is just conjecture since I didn't write the script, but I'm going to guess--since our Cupid says the arrows themselves aren't worth much--she's the one imbuing them with magic, and intent has something to do with whether they're effective or not. As she grows increasingly frustrated, I imagine she's pouring more energy into each shot, too.
Maybe the arrow the Listener used was still "fresh" with a TON of magic after firing, and they were thinking "Fuck you, fuck you, fuck you, let's see how YOU like getting brainwashed by love magic!!" while stabbing her with it. The combination of factors may have been the perfect storm to affect her where ordinarily she'd be immune?
That's my theory, anyway!

Well, this script was posted last year and labeled with [To be continued?] at the end so I'd say it's possible? But obviously, I can't guarantee anything as I'm not the writer. But you never know! A warm reception to a script can spark a writer's inspiration sometimes.

Maybe! It's also possible, since that portion of the script takes place late at night while the Listener is walking home, the client is waiting at their apartment? Or maybe even that the Cupid can just whip out a photo of the client to show to the Listener and that'd work just as well. (I assume people can't fall in love with her since she's not human.)
