I got a Framus 12-string almost like that in 1965, still have it! I worked on the neck a few years ago, got it straight. Now it is probably time to finish the job and put on strings. I did put on new tuners long time ago, that really helps it stay in tune!

I use to own a gibson 12 string that wouldn't stay in tune. I took it to a luthier and he replaced the tuners and bridge. It would still go out of tune before I could finisha whole song. I took it to another luthier and he put a differant set of stings that were a gage size thinner and tuned it. when I got it back it sounded a little more vibrent and stayed in tune. Now it stays in tune. I told the guy I sold it about the strings and tuning. Last I talked to him he hasn't had a problem with it. I guess sometimes it's the simplest things that cause the biggest problems.

The trick to tuning a 12 string is first tune the regular 6 strings E to e, then tune the octave and unison pairs to the strings that are in tune. If you keep popping the g octave pair just tune it unison. As I guess he mentions, tuning a whole step down is a good idea.

Something like that inlay on the headstock, I would use small drops of superglue and slowly go along and glue it in place a bit at a time. Yes it will take time, and yes it's worth it to restore the instrument properly - not just adding gold paint.
