Yes they are evil, end of story.
It’s so rare to find a natural, inherently evil character in the Witcher series. You’d think the Rats were all in the same league as Bonhart & Vilgefortz the way Reddit bangs on about them 😂 I agree with you, they’re victims of war torn lands. It’s a shame the Nilfgaardian eye (Emhyr on Ciri) was always focussed outward to conquering new lands rather than inward at its people and improving their quality of life
While the rats are indeed victims , I think that because that they became "evil". the turned into murderers and rapists themselves
