I love the details in this scene.
Littlefinger practically shoves the others aside to sit closest to Tywin and therefore power.
Varys sits in the middle and therefore can lose himself in the crowd
Cersei takes a chair and sits alone on her father's right hand side and delude herself in thinking she's the favorite
Tyrion then drags a chair to the opposite end of the table, therefore placing himself in opposition to his father and sister.

One other point about his sitting there is that he's putting himself in opposition to both Tywin and Cersei. That was the furthermost place from Tywin at the table, and Tyrion sits there right after Cersei makes a point of sitting just beside their dad. There is a little shot that conveys this really well (1:44): we see Tyrion as the closest character to the camera and on the right side of the screen, in double opposition with Tywin (the furthermost character from the camera) and Cersei (the left-most character on the screen), with a lot of literal distance between them. I really love this scene.

IMHO you overcomplicate. It was a game of chairs beside Tywin. LF rushed to the nearest, other 2 sat in order. So Cersei naturally seeing herself as the second in charge without any thoughts of "why not?" grabed the closest to destination chair and put it closer to Tywin; if both closest sides were taken she'd probably took one anyway. So for Tyrion it was more like a wit answer than a statement. If everyone wants a cool place... what would actually be the coolest one? ;) And Tywin's face at that moment: oh your jokes again

This scene not only shows the politics of Game of Thrones, but the core nature (basically, soul) of the characters too. Tywin Lannister is power. Littlefinger worships and gravitates towards power instantly. Varys sensibly follows power. And Pycelle follows it like an obedient dog.
Cersei always makes a shrewd move, thinking she is the smartest and has beaten everybody - until soon proven wrong.
And Tyrion. Always sidelined for being a dwarf, stands up for himself and fights his fights on his own.

Cersei is so petty as to completely rearrange to chairs to what suits her best. Tyrion is cleverly finds a way to get a good spot even though it appears as though there isnt one.

Varys wasn't hurrying for the nearest seat, he wants to "keep on paddling while the big fish eat the little fish". He's in the middle because it's a good "hiding" position and because Pycelle will always be last due to his weak old man act.

This might be the most quality acting scene among the whole GoT episodes. Still laughing out loud when Tywin takes a glance at Tyrion after Cersei takes her seat wondering how Tyrion will act. Top class acting, utterly excellent! Grand Maester's surprised look at the very beginning is of another elite acting. Lord Baelish's eye rolling when Cersei carries the chair made me get into laughing crisis. Varys's look at Tyrion when Baelish talks about the relationship with Lysa Arryn just hit the spot. A perfectly shot scene in all senses. Even Cersei could manage to be funny with her dull temperament. This is the only scene in which she looked pretty to me. Miss the old days guys, the days when GoT was a legend. It then turned out to be shit.

Don't forget the other "power move" right after that little tiny scoot. Tyrion is the first one to speak, breaking the long silence. In formal meetings like this, the first to speak is often trying to take control of the meeting, set the agenda, be seen as a power player... none of the others dared to break Tywin's silence, but Tyrion does his little scoot of the chair and then breaks the silence becoming the first speaker... power move piled up on power move. Pretty much saying to Tywin "I have so little respect for you that I'm going to start your meeting for you."

Triumphant, superb acting, execution and exposition. The plot development within this short scene lays the foundation for so many future plots. Excellent dialogue, wit, humour and scorn in abundance with each character adding some flair. Twyin commanding the meeting, serious as ever and utterly ignoring the flattery of the council, whilst Cersie claims the exalted seat at the right hand of the father and Tyrion places himself in direct opposition. This is why we needed more episodes. I was always driven crazy by how slowly the show went because there were such a finite number of minutes and I wanted the plot to progress. But at the same time, this moment is absolutely golden, even though it eats up a ton of time and nothing happens. If we’d have just had more episodes, we could have moved the plot and had these moments.

Little finger: sits closes to tywin to feel like he is at the same level and has some influence the others don't over tywin.
Varys: sits close but let's his enemy make the first move so he can observe, study and then react
Pycell: sits far seeing that he knows tywin is on to him and his disguise and occasionally put in his opinion but not overstepping his boundaries.
Cersei: sits as tywins "right hand" wanting to feel important and putting herself on tywins level wanting to emulate tywins behavior
Tyrion: put himself on the opposite side of tywin. Rarely agreeing or understanding each other but still respecting each other and their opinion tyrion knows who he is and that's not tywin nor does he wish to be him.
