Actualy, while the ideas of archen and archeops were based on archaeopteryx, the design of archeops is more identical to microraptor (ironic since microraptor could not fly, only glide, and yet archeops can lear fly).

They're based on the fact that people used to mix and match fossil parts thinking they fit together when they obviously didn't. They would also try to come up with theories on how they lived, just like we do with actual animals. So, their pokédex entries are not canon, but it's what people believe in the pokémon world.
