Most homeless aren't druggies as some stated here..Most are full time workers or part-time workers who are parents with children who have been priced out due to unreasonable rent hikes and low wages, lost jobs due to pandemic.
Greed is also a big factor.

Not even close. The majority are meth and heroin users and don't work at all.
You must live somewhere far away from the homeless problem if you believe that.

Look at Los Angeles city records and realize this is the new California normal. The state has learned how to make big money using homelessness.
    No one wins.

This is great but it doesn't solve the homeless issue. You need to address the extreme drug problem at the root of homelessness.

So let me get this straight: the local government is prepared to spend other people’s hard earned tax dollars to provide free housing to people who do not work or contribute to society at all? Now, the remaining analysis/criticism depends on why the recipients of this move are homeless: if they are mentally ill, priced out of housing and need assistance in kick starting their lives etc. then I enthusiastically support this! However, if they are homeless because they messed up their lives and their families’ lives over substance abuse, AND continue to choose that lifestyle, then I have a problem with this set up. Why? Fresno isn’t New York where the homeless population overwhelms the available programs: there are places they can live and eat for free, so long as they don’t use drugs and alcohol. But some homeless don’t want to abide by any rules: they’d rather use all their SSI money, disability, and handouts destroying themselves. This is where I get more Darwinian, because these are the type that ask for money outside of drive throughs or gas station without offering anything back: in times gone by, they’d at least offer to wash your window, knowing there are people inside the drive through working tireless for minimum wage per hour. Those are the types of homeless I take issue with.
