Actually ig the guy just gave Mod to the track. The AI was done by Codemasters only.

EA made the AI, the mod is well done, but its not that hard to make it

Because they changed it from Paul Ricard, the pit lane speed is only 60 kph instead of 80. Thats the only thing I woud change, besides the pace of the AI. Great track! Whoever modded it

The track is F1 2017 model anyway.Modders found it from F1 2017 game files and ported them over to F1 2020 as mod.
About the AI, I don't know about this.

I don't know how this game feels natural to people, I've played that yesterday and my brain couldn't understand what is going on with the car, it' just too soft for me, even if 22 has weird traction model I prefer that one much more XD

They need it atleast for historical track.Seems logical because the track pulled out after 2017
I can say that they need to put the date of its first race and the final race date for it and add it into the next title of the game.
Same as other old tracks which did not make it to today's season.

they cant unless FOM give ea and codies permission as FOM are the ones who hold the liscenses for the classic tracks to be used in f1 games.
