I agree people shouldn't even try to make this as an excuse. These things happen, and it is what it is. You do also have to understand though that distance measurement with striking is dealt in such small instances I get how it probably messed up his entire spacing and rhythm. People try to say that they touched gloves or he threw a strike, but getting the distance calibrated is much more complex than throwing one punch or briefly touching gloves lol

It's up to the fighter to decide whether or not he wants the fight to be temporarily stopped. If anything, he's hust signifying that a low blow happened, even though it didn't particularly affected him. Pereira actually did it a few times during his kickboxing career, as do many other kickboxers. It's just standard procedure to not stop a fight if the low blow didn't cause damage. The only thing Herb could, or should have done, was warn Hill to not hit low.

You shouldn’t reward fouls. We’ve seen fighters throwing a low blow or an eye poke against their opponent when the fight isn’t going their way, completely stopping the momentum. Should be up to the person getting fouled to decide how much time they need before getting back into the action, if any.
Herb Dean stepped in as he should have, but it's still up to the fighter at the end of the day. Pereira wanted to keep fighting and Dean stepped back. No need for a reset if the fouled fighter doesn't wish to do so.

Alex actually takes a hop forward when Hill expects a break in the action after the illegal blow. Hill would have moved back to maintain distance from Alex's hop had he not connected with the illegal kick. When the action resumes Hill doesn't seem to have reigstered Alex's hop and he's too late creating distance again.
I'm not saying Hill would have won had that moment not happened, but against someone with nuclear KO power one mistake is all it takes. It was subtle but I think that Alex did take advantage of the confusion. Given that Alex took an extra step, they should have been reset at the original distance.
Rewatch the handfighting between Hill's right hand and Pereira's left hand in their fight. Hill got lazy with the handfighting by the end of the fight and was just sticking out his jab against Pereira's palm carelessly. That was the first left hook of the fight and he threw it because that's the trap he was setting from the start. Watch the hook in slow motion, Hill basically hid the windup from himself by throwing his arm out with zero intent. The outcome we got is what was going to happen regardless, because Hill's technique is trash compared to Alex Pereira.
