Cindys durability is also average, she took some bullet shots but didn't stand a chance against stormfronts lightning, so homelander could even speed blitz her or one shot her like he did to noir cause I think her durability is at par with noir maybe a bit more, although it would be harder cause she would put up a fight. Even if we agree her durability could be far more considering we don't have much information on that, it definitely won't go above Sam, Luke or male Jordan who can also tank bullets.
