If rusting is already started it will stop after spraying Dinitrol ML. ML prevent oxygen access to rust and works like primer. But 4941 is fine as single layer without ML if metal layer is painted and flawless. But anyway i would use ML first. And 447 is good for side skirts it´s more thig.
