can someone give me some info? Some of these guys look pretty able bodied, like guy in lane 8 and the SRI guy who wasn't sure about his mark. How are they able to compete in the paralympics?
there is minimum impairment criteria. all athletes are assessed by doctors before registration, then undergo classification before competing internationally.

in the 4x100m each person only runs 100m. A 400m is when one person runs from start to finish

I'm confused. The Team USA men's 4x100 team DID get DQ'd at the 2016 OLYMPICS b/c of a bad hand-off, not the 2016 Paralympics after. Why did they get DQ'd here, Team USA?
It's hard to tell in the video, but I'm sure there's a writeup on what happened somewhere. Likely a bad handoff.

You can see it pretty clearly at 9:15 that he took at least 3 maybe even 4 steps on the line.

Just because someone doesn't look disabled doesn't mean they aren't. That is a really rude and disrespectful thing to say.
He is classified as T46, which means that he either has an upper limb amputation or a similar impairment, which could also be non-visible like limited muscle usage. But there are other reasons as well.
