In the Ballouti case, the Belgium-based organisation presumably has a connection with the Mexican-based Sinaloa Cartel, and therefore the DEA can claim extraterritorial jurisdiction in Europe and beyond.
Update: the alleged links between the El Ballouti Organisation and Lebanese money launderers and the alleged links between Lebanese money launderers and members of Hezbollah (designated as a terrorist organisation by the US since +/- 2005) is also a source of jurisdiction for the DEA.
