Not exactly. It is indeed a symbol of the albanian ethnicity, but this is used as a political gesture to support Kosovo, a country for some, a part of Serbia for others. Kosovo as pretty declared his own independance from Serbia, after the province was mostly populated and bought by albanian emigrantes. A war happened in the late 90's, in which the UN army took side, which is not really fair. And Kosovo is independant since 2008, but for Serbia, it is an autonomous province of Serbia only.
Many countries do recognize both countries, many others that it belongs to Serbia. And Serbian and Kosovars don't like it other, at least politically due to this recent past.
So making the gesture is a symbol of supporting Kosovo, and most globally a politic gesture.

It was never used to harm any people, unlike the Serbian three finger gesture which was made while killing, raping, torturing and burning down Albanian men, women, children, houses and whole villages. The Fans in the Stadium in that day had Tshirts with the faces of War Criminals like Ratko Mladic, who’s guilty for the biggest Genocide in Europe since the Second World War. Albanian Fans from Switzerland (Switzerland has a big Albanian Population) weren’t allowed to show themselves as Albanians, while Serbs kept doing what they love to do. Chanting racist words towards Albanians, talking about killing every Albanian. Not only Xhaka and Shaqiri did the Eagle. Lichtsteiner did too and he’s fully Swiss. You wanna know why he did that? Because it’s a sign against all this hate and racism towards his Albanian Teammates now and in the past.
