Why do they let her annoy the horse.
They know who she is and they move her on when the guard gives the signal, unfortunately she just moves to the other horse and starts again. She’s a nightmare who thinks she’s at a petting zoo!

That lady needs to be banned from touching the horses, she is a pain, and the horses don't like her annoying them., also the guards are looking angry when she appears which is often.

In the US there are public nuisance laws where offenders can be kicked out of public places. Cruise lines banned passengers for life for crazy & dangerous antics. This lady cried wolf to metro police & guard officers when she was told to stop a few months ago. They may have their hands tied.

I was thinking the exact same. If I can ever afford to visit England, it won't be to pet horses.
When you combine all appearances in all videos, she spends a disturbing amount of time touching the horses and laughing. At the very least that I have seen 35 minutes over several days. She is likely trying to provoke a reaction. Generally I find it embarrassing that they let tourists and visitors humiliate the guards by not keeping them at a distance. Because there is a constant flow of disrespectful behavior as if the guards are clowns in a petting zoo. In my country police keeps tourists at a distance from the guards

She claims to love horses and tries to make people believe she knows so much about them. I am horrified that a parent would allow her to physically position their child so close to the horses leg. If the horse were to get spooked it would not consider the position of the child and could seriously injur her or accidentally kill her. I have personally been near someone when a horse was spooked and the horse just plowed right through her out of fear. I cringe and hold my breath each time I see the irresponsibility of the parents and Karen.

I grew up with horses and it just really gets me how these people put there hands right in there . They must not know what a horse bite feels like. I was taught to put my hand flat and down if I was giving a treat
