      @eviltreemonster i believe its a prison world. Its also a toxic mining world were the guards can be just as violent as the prisoners, the food is probably even worse than standard imperial guard rations, and I think ive read from somewhere that the resource that the prisoners are mining are highly toxic (and they don't wear much protection). So the only way to leave a place like this is to join the chem dogs penal legion. Your chances of survival might not be much higher but its remarkably more comfortable (at least more comfortable than the former option of staying home)

    I remember reading the Last Chancers book where there was one guy that survived and got a pardon. The guy's name was Kage (I think he held the rank of Lieutenant). His back story is that he was sentenced to a penal colony after either punching or outright killing his superior officer in his former guard unit (if memory serves). He attempted to escape by waiting for a resupply ship to arrive in which he would slip onto the ship dressed as a guard. Unfortunately for him his cover was blown and in his mad dash to get off the planet he tried to hijack a ship. Even more unfortunately, the guy coming off said ship was Colonel Schaeffer himself, who immediately subdued Kage and had him inducted into the legion because Kage was "the kind of scum he needed".
    However, after succeeding in the final mission and being the lone survivor of a group that numbered around 4000(?) to begin with, he made the somewhat fatal mistake of deciding to keep his penal legion tattoo instead of having it removed. He had come to see it as something of a badge of honor. When he tried to sign up for a different guard squad an officer saw the tattoo and began treating him like scum. The situation escalated into a fight in which Kage took the officer's ceremonial sword and gave him one cut for every soldier that died during his time in the penal legion (he had even taken the time to remember their names), all because the officer had said that they should've all just died. After that he passed out in an alley only to wake up with Schaeffer standing over him and ripping the pardon in half and welcoming him back into the legion permanently, the last words of the book being "Oh frag" (I suppose in this case "frag" is their equivalent to "fuck").
    I believe he was also referenced in the first entry for the Last Chancers way back in a White Dwarf magazine once. During the pre-battle writeup the Last Chancers squad members, who were about to assault a place held by Chaos Space Marines, complained about how anybody could be expected to survive the mission. The silent Lieutenant (at the time unnamed) spoke up and merely said "I did", before returning to his duties, causing all squad members to just stare at him.
    The last I read regarding Kage is that he turned out to be a latent psychic (which explained his extraordinarily good luck) and got possessed by a daemon. He proceeded to shrug off its influence long enough to assassinate their target by throwing himself and the guy into a lava pit (I think) as an act of redemption. Sorry, I haven't read the books in a while so my memory of certain things is a bit hazy.

    Ah human mine sweeping, that brings back memories. Back in the '90s when I was in the US Navy, USS Aubrey Fitch guided missile frigate FFG-34, they had us sweep for mines in Port au Prince harbor prior to the "big invasion". Obviously the US has specialist ships to do this but someone fucked up and so there wasn't one available as to reduce maintenance costs all mine sweeps had been pooled together in San Diego and calling for one now would have delayed the invasion by a month. So we swept by going into the harbor to see if we blew up. They moved me from sonar watch to deck watch for the event. It was the first time I'd stood deck watch, but I preferred my chances for surviving a mine hit if I was top side. Anywho it was night and I was scanning the water in front of us with low light binoculars and what was the first thing I saw? All these little lights on the water in front of us. So I ducked inside the bridge and asked generally (because I had no idea who I was supposed to report to) "What the fuck is up with all these little lights on the water?" This was apparently very inappropriate and a junior officer was told to deal with me. JOs are silly people. Anywho he tells me and I quote, "Those were in the mission briefing. They do not constitute a hazard to navigation." Being that I hadn't been invited to the mission briefing, or had any briefing at all beyond stand on the deck and look for mines I pressed for an explanation - enlisted can get away with that in some parts of the Navy. He explained that those little lights were the desperately poor locals trying to catch fish by luring them up to the surface and grabbing them. We ran the fuck over those people. Must have killed at least a few dozen. Probably closer to around a hundred. They were definitely not a hazard to navigation. We didn't blow up and the next day the big amphib assault ships came in and restored El Presidente for Life to power. More importantly Clinton's misery farming operation was saved ensuring they could continue to exploit the impoverished natives of Haiti for decades and billions of dollars to come.

    One guy did manage to get out of the Last Chancers for a brief period (I don't have the book with me, so I don't have his name handy). After infiltrating an Imperial fortress, detonating the plasma reactors, and singlehandedly confronting a gene stealer, he earned a pardon and posting to an Imperial Guard regiment in a relatively quiet part of the galaxy. Unfortunately he didn't quite take to the quiet life and ended up killing his superior officers in a bar fight. When he awoke from his drunken stupor, Col Schaffer himself was standing over him tearing up the pardon and offered him a spot in the Last Chancers.

      Lt. Kage was his name. He completed dozens of missions with Col. Shaffer and won his pardon and was assigned to a guard regiment, but shortly after arriving got drunk and was involved in a fight with a fellow officer which he killed with his bare hands. When he awoke in an alley Col. Shaffer was standing over him telling him he was scum, but was the Col.’s scum and he still had a use for him. Kage continued to serve as Shaffer’s second in command until he died on Armageddon killing himself to resist a warp entity possession.

      Multiple reasons: The Imperium still is a realistic system (as realistic as a fantasy setting can be). This means, if everyday citziens get drafted (more than usual) this will reduce stability on the planet in question. Why stay a peacefull and loyal worker, if this doesnt change anythign? For the same reason, conscriptions are rare as fuck outside of planets close to (or that are) warzones. And it also has the tendency to reduce efficiency, if the workers disappear.
      Also: Guardsmen do have rights. Some regiments may not give a fuck about said rights, but guardsmen are still usually well respected people. Again, it ensures stability and discipline, that everyone has rights and duties. This means, that even a conscript in many regiments cannot be used as a penal legionaire. He still for example gets a regimental kit and unlike a penal legionaires command, an actual regimental command has to answer for to many unexpeceted casualites. Granted, some regiments use their conscripts as meatshields, but those are rare und usually they only do it if a) they have no better use for untrained personal or b) this statues changes, if the recruit proofs himself. And so, a penal legionaire may be more usefull than a conscript. Especially since the first is definetly, even for smaller crimes, a criminal and criminals are hardy folks in the imperium. And finally, the drafters in question might get moral issues with herding faithfull and good working citiziens to their doom for no reason. They are still people, after all. But if you tell them, that those people betrayed the emperors trust, than not giving them any weaponary turns from hard and unfair to well deserved and still to good for them.

      +Sebastian Krant nope, when you start taking civilians and charging them w false crimes en masse they will revolt against the local gov. Even if the individual can't their friends and families and even the security forces will. If a known threat is nearby and you conscript in the name of defending the homeland the population won't like it but they will fight to defend their homes and families.. People don't like being lied to, or outright corruption. See every revolution/ civil war in history..

    I like to think the one Last Chancer to make it all the way to redemption while still breathing and actually be rewarded for it was Colonel Shaeffer himself. Who better to lead the Simon Fenix’s of 40k on suicide missions and give them hope at the same time? A minute of genuine inspiration is worth an hour of fear after all.

    I just painted half a dozen Penal Leman Russ tanks for my personal 1373rd Penal guard army.
    They are basically rustbuckets with Latin writing on them about penitence.
    They are backup for my Maccabian Jannisaries

      Guardsmen do have basic rights and duties. Without such a system, discipline would be hard to enforce. Guardsmen have actually a pretty good live, if they are halfway usefull. And if they are not a) the meatshield line infantary variant or b) specialised in hellish fighting like attrition war, tunnel fighting or melee assault. The problem is just, that one miscalculated charge, one unexpeted foe or just one departure to a hellish warzone can destroy all that .However, the great masses of their foes, like Orks, cultists, rebels etc. are not that dangerous, since it will usually be small incursions, they will spend most of the time waiting and training and their colonels will try to not waste them. And so, during that time, the guardsman, while having a hard live, has a stable life. He has downtime. He may be expected to go in somewhere, shoot some people and than get back. He may fight for days, but he also has days where nothing happens. If you want to have him the first kind of days efficient, you need to treat him halfway decent the other days.

    This is why I like human regiments: an astartes can easily live 10,000 years, but a guardsman is lucky to live 10,000 days. They're in a perpetually hopeless situation but fight anyways. That's BRUTAL.

    Shafer did pardon a lone survivor(Cant remember his name).....but he murdered a guardsman colonel shortly after in a drunken rage.

    Interesting to note about WW2
    The Germans left several thousand minefields throughout the war. Now clearing these minefields was absolutely necessary as they occupied, Farmland, roadways, beaches, cities, railyards....The Jerries' really liked minefields, I digress. Anyway the Allies really needed to clear these fields but didn't have the manpower. What they did have, was German POWs. So they took said POW pointed them at minefields (at gunpoint) gave the prisoners knives, and told them to get digging.
    Minefields and Penal regiments a match made in hell.

    Hey Arch I have a question, there is still an entire universe outside the Milkyway right?
    I ask because if there is the Milkyway is just one of oh so many then that makes its species, no matter how powerful, little more than a tiny speck of a drop in the ocean of what should be out there and of little influence.
    But obviously this is not the case, what with gods being murder fucked into existence. This makes me think that that one tiny part isn't so tiny anymore because its all that is left.

      They say if every single lasshot, bullet, bolt, etc, in the Imperium hit and killed a tyrannid it would not scratch their numbers in the slightest.
      Though if the tyrannids ate everything else wouldn't that include other sentient life, therefore creating a god of om nom nomming? If we are just a drop in the sea then that means the entirety of the sea has been slaughtered and devoured and if that's the case then no matter how powerful the shadow of the Warp is that would have to make at least one more god.
      Also tyrannids evolve to resist whatever they fight so if they ate the rest of the universe then through all that war they should be nigh immortal by now.

    As for the mechanicus giving defunct weapons, I would more think they give the substandard stuff, stuff that doesn't quite meet the mark, but still works. Maybe it only has a 90% efficient beam. Maybe it has a lower ammunition capacity, etc. Stuff that's close enough, but not up to par, so making it anew is more of a waste than giving it to the penal legion, where it's not expected to return.
    But you probably know the mechanicus a little better than me. I'm much of a lite fan of warhammer.
