Acoustic consultant here! To reduce noise coming in through a door, we typically recommend: a solid core door (if it's hollow, it simply needs to be replaced), and Raven acoustic seals RP24 around the perimeter and RP38 for the threshold (you might need these professionally installed). This is by no means affordable, but sadly it's difficult to get the desired results without spending some money. The heavier the door, typically the better it will stop noise, and it needs to be airtight, which is why you need the seals.

Assuming your door is solid. Door mats in and outside. Extend panels on the back over the space around the door. Foam or caulking in the handle and lock and along the hinge side or the door. You can do the around the outside of the door when closed with weather stripping.
