Recipe:
Flour 2½ cup
sugar 1½ cup
cocoa powder 2tsp
baking soda 2tsp
salt 1tsp
milk 1cup
vinegar 1tbsp
2 eggs
vegetable oil 1⅓ cup
flavor 2 tsp
red food coloring
warm water 1 cup OR 3/4 cup

Yes it can, if you are covering only one layer of it and if you are covering more than one layer of different type cake, let the red velvet be at the top.
