Excellent how you were able to reason it out.

The most obvious answer probably is: 'Why not?'.
But I agree with @c3N3q that it's a demonstration. Either of different ways of writing something or a demonstration of shrewdness... ;-)
(Furthermore, no idea about the correlation between skin, cats, killings and stones, sorry)

Hi, what is the secret to developing insane accuracy in playing?

I'd say the purpose of this exercise is exactly what the teacher just demonstrated 👉 to make one think, discover relationships, figure out there's more than one way to skin a cat. ... and then say Hey!!
On that note, why do you English guys skin cats and kill birds with stones??

I agree. You aren’t English? As for the reason…why not? Don’t knock it till you try it…or so the saying goes..

@@AtomizedSound Of course I am English. I just decided to address the rest of the community as You English guys because I thought it was a lot of fun.
To your advice Don't knock anything before you try it I will ask What is it exactly that I was knocking, and also what is it that I am not willing to try... ,? 🧐

The notation has no purpose. This is a bad MuseScore transcription. You can see other weird things about it when you look at the full page. It's simply transcribed by someone who doesn't understand how notation works.

Music notation equivalent of being verbose

The average MuseScore transcription... Those 2 bpm tempo changes too. Lol. Also, what is that on the 3rd beat of measure 155? Oh, and also the two staccato dots on top of the 2nd and 3rd notes...
Actually, my guess is that this is just a standard drum roll (because of how fast the tempo is). They just notated it in a way that makes the playback sound as accurate as possible (this is the explanation behind 99% of weird notations on MuseScore). You shouldn't even be counting any 16th note triplets here. It's just a simple drum roll notated in an overly complicated way.
If someone gave me something like this, I would refuse to play it and tell them to learn how notation works. Sometimes it's just better not to waste your time trying to figure out what a random MuseScore user tried to communicate with their weird notation, and either listen to the recording or buy an official score. (I mean, if this is how they decided to notate such a simple musical idea, the score is also most likely full of other mistakes.)
All in all, when looking up scores on MuseScore, you should assume that at least 95% of them are made by people who don't know what they are doing.

From a music theory, analytical place... It is fun to reverse engineer some of this weird notation... strictly as an exercise. For my student, here... he wanted to understand the process of how to figure this out. But yes... it was an impossibly over-complicated way to write something and that goes against the purpose of writing music... which is to clearly show a musician what to perform. From that standpoint... this chart failed miserably. lol
