So you can mount a 45 inch tire on your tire change but can only balance up to 34 inches?? That's a bit counterintuitive isn't it??

I got 4 new tires and 3 of them are balanced outside with adhesive weight but one tire is balanced inside with one clip weight. Is that considered normal?
