    In the Bulgarian factory example, should we not first clarify if the question to be analysed is "should the factory be closed/moved" or "why is the costs going up in that factory"?
    It seems awkward that given that problem we did not made an issue tree exploring topics such as "are they manufacturing the same tools or new ones", "if new tools, are the costs the same or different", etc

      You're right, clarifying the main question is important. Another effective approach could be to first identify whether the issue is about closing/moving the factory or understanding the rising costs. Creating an issue tree that explores factors like manufacturing changes and cost differences can provide valuable insights. Great point!
